MKS PAMP Signs Memorandum of Understanding with Lao Bullion Bank to Explore Cooperation in Laos’ Precious Metals Market
On 20 July 2026, MKS PAMP signed a Memorandum of Understanding (MoU) with Lao Bullion Bank (LBB) in Vientiane, Lao PDR, marking a further step in our engagement across the Asia-Pacific precious metals market.
The agreement was signed by Mr. Damien Han, Head of Sales, Asia Pacific at MKS PAMP (Hong Kong), and Dr. Chanthone Sitthixay, Chief Executive Officer of Lao Bullion Bank and the Chairman and Founder of PTL Holding. The signing ceremony was held in the presence of Mr. Santiphab Phomvihane, Deputy Prime Minister and Minister of Finance of Laos, and Mr. Christopher Hui, Secretary for Financial Services and the Treasury of the Hong Kong SAR Government.
The MoU establishes a framework for exploring cooperation across the precious metals sector, spanning trading, refining, product distribution, technical cooperation and knowledge exchange. It also provides a basis for exploring opportunities with the Laos-International Precious Metals Refinery (LIPMER), with the shared aim of enhancing Lao PDR's connectivity with the international precious metals market.
The signing took place alongside a government-to-government MoU on fostering financial cooperation between the Ministry of Finance of the Lao PDR and the Financial Services and the Treasury Bureau of Hong Kong. Together, the agreements reflect a growing collaboration between the two markets and a shared interest in building a more connected, transparent and efficient regional gold ecosystem.
For MKS PAMP, the agreement builds on more than a decade of engagement in Asia's precious metals markets. Since becoming one of the founding international participants of Shanghai Gold Exchange International (SGEI) in 2014, MKS PAMP has supported a series of key milestones across the region, including the first trade in SGE Hong Kong Contracts in 2025, and first market transactions through Hong Kong Precious Metals Central Clearing (HKPMCC), including one of the first HAU gold trades, in 2026.
